Prior to starting, K. Scott and Sezzi talked about the role of CPC and why the presentations are important. They shared how the CPC ensures that an appropriate collaborative process is followed in all divisions and how the committee serves as process auditors. Also, since the CPC serves as the colleges primary planning committee, it is important the committee has an overall understanding of the various divisions needs so when the members review the various master plans they do so with better understanding. T. Harrison gave the first presentation for the Communication, Kinesiology, Athletics & Off-Site Programs Division. He began with a power point presentation using the template as an outline. He pointed out that there were no discontinuance programs in his division this year. He continued with the divisions 45 initiatives, beginning with initiatives not requiring additional resources. Lugo, Dean of Student Services gave the 2nd program review presentation. She shared that the International Students program was being discontinued because since 9/11 it has become increasingly more difficult for students to get VISAs. She shared that after the Spring 2013 semester, they would no longer be accepting International students and are looking to phase out the program in three years. Sandford questioned how much money would be saved by discontinuing the international student program. Lugo said that because of the funding model the district keeps all the money. Sanchez said that all revenue from all three colleges goes into the pot and each college receives a percentage of those monies. Calote shared that the Board of Trustees raised the per unit rate while cutting back on the number of students we serve. Martinsen asked if the District could fund a position to advise international students. Lugo next presented her divisions initiatives spreadsheet which was categorized by program. K. Scott thanked Lugo and her division for being open to all the changes that were established with this program review cycle. The third program review presentation was given by Dan Kumpf, Interim Dean for Mathematics and Sciences Division. He gave his power point presentation and went over the initiatives prioritized by category. The committee had the opportunity to learn what a Fish Chiller was and thanked Pardee for the lesson. At the conclusion of his presentation, Kumpf said Pardee and Bill Thieman would be giving a power point presentation concerning discontinuance of the Biotech program. Thieman presented the power point report on why he felt the Biotech program should not be discontinued. He said the program originated in 1996 and that many of our students are program graduates at the following industries: Amgen, Ceres, Baxter, Technical Associates, Inc., Ventura Co Sheriffs Crime Lab, DAKO Integrity Biosolutions, BioSource/Invitrogen, Seminis and Biopool. He pointed out that all the Biotech courses transfer. He said 51AVƵ has never had to cut a class in the Biotech program due to low enrollment and it meets all three community colleges mission statements. He continued, saying that the program serves students needs and is nationally recognized for plant and general biotechnology programs. Many of the industries in our area provide grants to students in this program (Amgen grant, Hansen grant WIB grants). He went on to say that most of the equipment is donated by many of these industries so there is no equipment cost to the college. He said the high skill techs in this field are in high demand and that there were jobs listed even during the recession with the only lack being qualified applicants. He pointed out that the biotech workforce has grown between 8-17% per year and could top 1 million by 2015 (taken from Occupational Outlook Handbook, 2012). Discussion ensued. Calote said that fewer than eight people in four years have received certificates in Biotechnology and she asked why. Thieman responded by saying he believes that is not their intention to get a certificate. Many students come in to find out what possibilities are open to them in the field and find themselves going on to Biochemistry, for example. Calote said the classes will still be taught through Biology. Pardee said that it would be acceptable to discontinue the proficiency award but keep the certificates and associates degree. Currently there are only two degrees offered: General Biology and Applied Molecular Biology. He suggested cross-listing Biology classes with Biotech classes saying that we have developed an association with the industry community and many of the employees from the companies come in and teach classes, but that many of the people from the industry are not qualify to teach in Biology, only Biotech. Schrader asked if employers require certificates. Thieman said the job listings do not require certification, only two years of experience. Sezzi asked if an Advisory Committee has been considered for the Biotech program. Thieman said not at the present time. Sezzi asked if what the entry level requirements were for Biotech. Pardee said a proficiency award is generally the requirement. Most companies do not need someone with a BA degree. Schrader asked if our Biotech program duplicated Moorpark Colleges program. Thieman said Moorpark Colleges program is a manufacturing Biotech program. K. Scott asked if there were any further questions or discussion items. There were none.
