Public Comments None III. Announcements/Information Items Program Review Presentation Schedule K. Scott passed out a draft copy of the November 5th, 6th, & 7th Program Review Presentations schedule, pointing out the days and times of each Divisions presentations. She said that if there were any program discontinuations that there was time scheduled for that at the end of each days presentation. She also brought to the attention of the committee that if there had been any disagreement in the Division meetings (i.e., where H should have been an M or L), that an Appeals Discussion has been scheduled from 4:30 5:00 on Wednesday, November 7, 2012. Calote encouraged everyone to go ahead and present their programs and that handouts, any type of data, and Power Point presentations would be just fine. She said if a Division was getting rid of a program to not get rid of courses offered, just discontinue the degree or certification. K. Scott added that if more time was needed under the Appeals Discussion, subsequent meetings would be scheduled. SB 1456 Sezzi said that SB 1456 was signed by Governor Jerry Brown with most of the changes affecting counseling and matriculation, which will require that a student qualifying for a certain fee waiver at a California Community College, must meet minimum academic and progress standards. The bill will go into effect Fall 2014. Lugo went on to explain that the bill will rename the Seymour-Campbell Matriculation Act of 1986 which specifies the responsibilities of students and institutions in entering into the matriculation process and requires the development of a formula for allocating funds for the Student Success and Support Program. She said matriculation is designed to assist students and focuses on five areas: 1) admissions, 2) assessment, 3) orientation, 4) counseling/advisement, and 5) student follow-up. She said enrollment priorities will have changes as a result. They need to determine a way to communicate to students who are on probation and possible dismissal on why they will be losing their enrollment priority. She pointed out that counseling will need to get their new procedures into place before 2013-14 school year. Hull brought up that this new bill revises and renames the Seymour-Campbell Student Success Act of 2012, specifically increasing California community college access and success by providing effective core matriculation services of orientation, assessment and placement, counseling, and other education planning services, and academic interventions. The bill would specify the responsibilities of students and institutions in entering into the matriculation process. She said the purpose is so we will feel we are all part of the success of students and that more emphasis will be on academic advisement. Calote said it behooves us to modify our plans to include steps we will be following this year and build it into next years plan as well. Martinsen pointed out that another emphasis for students is to require them to declare a major. Lugo agreed and said that one element that will be eliminated is the undeclared major. Students will no longer be allowed to declare undeclared. The purpose is to help students identify a specific major and follow the academic plan for that major in order to get them in and out of the college in a timely manner. Carrasco-Nungaray said after one year someone is going to have to evaluate whether students have met their major qualifications. How can we implement instructional faculty to help students declare their majors and if a student has not met their goals, and if the student has not met their goals will they lose their BOG waiver? She said maybe an AdHoc committee should look into this. Calote said we need to identify who will be doing the matriculation and take action steps to build it into our strategic plan. Sezzi explained that it is a law now and not a statute and that we will have to accept it as that, even though it is unfunded at this point. Lugo said integration of student services is already part of the Title V grant so we may be ahead of the game. IV. Reports ASVC No report. Classified Senate Nielsen reported that discussion in their most recent meeting shows that morale is not good as everyone is wondering what will happen following November 6th election. He said professional development classes are going to be provided during the Spring semester and he would like to offer 2 or 3 classes for the classified staff. Academic Senate Sezzi said Susan Royer, College Bookstore Supervisor, has set October 31st as the deadline for getting in book orders. Discussion followed regarding cost effectiveness and the various factors that come in to play when choosing textbooks, such as new editions vs. older editions, loose-leaf textbooks vs. hard copy books, cost differential, custom textbooks vs. national edition. The bottom line of the discussion was to be aware of what choices you are making when ordering textbooks to better help students with rising costs. Sanchez interjected that at the Department Chair meeting this past Tuesday that Sue gave the same type of presentation as the committee was discussing right now. Sezzi shared that K. Scott and Marchioni had come to the Academic Senate meeting earlier this week to discuss the new Title V Grant and how it will improve transfer attainment. K. Scott said it will be put on line and they are looking for tutors and SI leaders and asked committee members to send good students to her, specifically asking for strong support from the Math/Science area. She said the new Grant Director should be here in approximately 3 weeks and again thanked Marchioni for all the good work she has been doing and has done over the past year with Student Learning Outcomes. She also said a Qualitative Researcher will be hired soon for the Title V Grant. Sezzi said that Lewis-Huddleston will be attending the next Senate meeting and will give a report on Distance Education. Concurrent enrollment will also be discussed along with the ISLO and 5-year rotational plan. Schrader said that Celine Park will be attending the meeting and will be discussing the SB70 funds which will focus on improving of Career and Technical Education at both the community college and secondary level. SLOOC Gardner presented the ISLO 5-year plan and said that the SLO committee had accepted the 5-year plan. Our obligation to WASC is to discuss topics and identify any deficiencies and discuss these during campus-wide forums. One of the focuses of the 5-year plan is not to just implement a solution to any deficiency, but to be looking for solutions to insure functionality. K. Scott said that we told WASC in Accreditation Evidence that the ISLOs and PSLOs will be completed by December 19th of this year. She encouraged people to meet with Gardner and Newcomb to make sure that their information in TracDat is correct. Martinsen asked if this was our first year of the 5-year plan. Gardner responded with yes. IRAC Callahan spoke concerning IRAC - The Institutional Research Advisory Committee, which is a sub-committee of DCAP and said the committee will be providing both leadership and oversight for the development and implementation of an assessment plan for our college. He said there were 3 researchers from the 3 colleges and they will be trying to look at our plans from a District-wide perspective, as well as from each individual college. K. Scott reported that we are under average on our core indicators and that 5 areas have not yet been met. Sezzi addressed the CESSI standards which provide for strategic planning, analysis, communications and operations support services and accessibility support services. We seek to help ensure students to improve their educational productivity which in turn will bring job satisfaction and a better quality of life. Callahan said he would like to see this committee set code standards for students which would indicate what their academic standing is, such as in good standing or on academic probation. V. Discussion items a. 51AVƵ Vision & Mission Statement Calote passed out copies of our proposed new Mission Statement following the College Forum meeting in September. The accreditation committee wants in insure that we do what we say and that our planning cycle is up and we need to provide a new statement. She asked that it be taken back to the individual divisions for discussion at their next meetings and bring it back so it can be finalized. Haines asked if we needed a new Vision Statement for WASC. Calote responded with no, but said it would be helpful to see where the college is headed to provide a bigger picture of where we are going. She said the Vision Statement should be more of a slogan with one or two sentences. ISLO Rubrics on Communication and Scientific/Quantitative Reasoning & 5-year Cycle for ISLO/ISUO Assessment Sezzi presented the ISLO Rubrics and deferred it to Gardner for more input. Gardner said that we are asking to create more of a standardized form. Sezzi put the forms on the overhead screen and Gardner went over the components. Discussion followed. Some points brought up were that the numbering across the top be put on all rubrics, standardization of the form to reflect as close to the same number of columns on each one and how to set the guidelines for a better understanding of students learning and how it will be assessed. Schrader said the rubrics serve a good purpose because when a student contests a grade they can be referred back to the rubric. Sezzi said the ISLOs are on the Academic Senates website. Accreditation Updates: Site Visit November 13th/14th K. Scott shared that the Accreditation Team will be having site visits on November 13th and 14th. Calote pointed out that we all need to remember all the work we have been doing. Status on Mid-Term report self-assigned action steps/tasks Calote said that progress has been made and that once a rough draft is finished it will be sent out to committee members. She said there were two separate things going on right now: 1) the upcoming accreditation report looking at what we have done to address the seven district-wide recommendations we were given; and 2) our mid-year report showing what we have done at 51AVƵ to meet our goals. She said we will be getting together this Spring to look over the draft of next Falls mid-term report. VI. Action Items Sezzi asked if there was a motion to accept the minutes of the August 29, 2012 meeting. Martinsen so motioned, Sandford 2nd the motion. Other Carrasco-Nungaray brought to the committees attention that Transfer Day was coming up on November 8th from 9:00 a.m. 1:00 p.m. and that many University representatives will be here on the campus to speak with the students. Sezzi shared that, as Academic President for the past 5 years, he and the other 3 officers on Board were stepping down for the upcoming year. He said elections will be held between November 8th 13th and 4 new people will need to be elected to serve. VIII.
